Shilpa Arora
Managing Director
Focus: Program and Project Management

Shilpa Arora possesses 20 years of experience successfully delivering and leading increasingly complex engagements. The majority of Ms. Arora's experience has focused on helping organizations enhance their operations through the implementation of improved processes and supporting technologies.

Ms. Arora's client experience includes work with General Electric, the U.S. Department of Energy, the U.S. Nuclear Regulatory Commission, and the U.S. Department of Commerce. Ms. Arora earned a Bachelor's degree in Biology from the University of Maryland and a Master’s degree in Business Administration from Johns Hopkins University. Ms. Arora is also a Certified PMP and a GE-trained and certified Six Sigma Black Belt. 


Lance Breeden
Managing Director
Focus: Software Lifecycle Management

With over 20 years’ experience in business and technology functions, Mr. Breeden has dedicated his professional focus to aligning software development with business requirements and technology in order to maximize business value for his clients.  Mr. Breeden’s high level of business acumen, as well as a complementary blend of both business and technology skills can be attributed to his wide array of professional experiences.

Mr. Breeden is a certified scrummaster and possesses a Bachelor’s degree in Computer Science from the College of William and Mary.


Patrick Chapman
Managing Director
Focus: IT Acquisition Advisory, IT Cost Optimization

As an operational leader, management consultant, and trusted advisor for over 30 years, Mr. Chapman has helped dozens of public and private sector organizations improve performance, identify and reduce costs, and realize true value from transformational change. Over his career, Mr. Chapman has primarily focused on helping organizations improve the efficiency and effectiveness of their information technology investments and operations. His deep technical and management expertise spans acquisition; governance; investment management; technical business management; systems design and development; infrastructure architecture and operations; and IT service management. In addition to his technology experience, Mr. Chapman has also helped clients improve programmatic performance as well as navigate and manage large-scale change in complex, political environments. Mr. Chapman is also a published author on leading change, which includes 'Getting Things Done in Government', which focuses on helping individuals overcome highly political and decentralized operating cultures in order to drive change.

Mr. Chapman’s previous clients include Conde Nast, Random House, and Discovery Communications, as well as 10+ federal government organizations including the Department of Energy, the Nuclear Regulatory Commission, and the Federal Trade Commission. Mr. Chapman also possesses a Bachelor’s degree in Business Administration from California State University, Northridge.


Elizabeth Koehler
Managing Director
Focus: IT Strategic Planning, Portfolio Management

Ms. Koehler possesses 15 years of hands-on IT planning, investment management, and capital planning support for a range of public sector clients. Ms. Koehler also maintains substantial experience helping her clients adopt and implement new technologies including addressing the complex and often difficult organizational change management issues frequently associated with planning, governance, and complex implementations. 

Ms. Koehler possesses a Bachelor’s degree in International Affairs from the George Washington University as well as an MBA in Strategy from the University of Maryland - Robert H. Smith School of Business. Ms. Koehler is also a Board Member of the CPIC Forum and an ICAgile Certified Professional (ICP).


Richard Rowe
Managing Director
Focus: IT Operations and Service Management

Mr. Rowe is a service management and delivery professional possessing a substantial track record of successfully helping organizations address infrastructure, architecture, asset and configuration management, service delivery, and optimization requirements. Mr. Rowe is a proven leader in analyzing customer needs to implement technology and process solutions that drive productivity and customer satisfaction. He is a strong leader, with a demonstrated ability to assemble, manage and motivate teams in a multi-provider delivery model.

Mr. Rowe’s clients include more than two dozen Fortune 500 companies as well as public sector clients including The U.S. Environmental Protection Agency and the U.S. Nuclear Regulatory Commission. Mr. Rowe possesses a Master of Science, Information Systems and an MBA from George Mason University as well as a Bachelor of Science, Business Administration from the University of Maryland. Mr. Rowe is also ITIL v3 Intermediate Certified in Service Strategy, Service Design, Service Transition, Service Operation, and Continual Service Improvement.


Andy Sallee
Managing Director
FOCUS: IT Portfolio and TBM Effectiveness

Mr. Sallee has over 18 years of experience driving and delivering IT business and solutions to federal and private industry clients. Mr. Sallee’s current client delivery focuses include improving IT portfolio management and implementing Technology Business Management (TBM) as a strategic enabler. Prior career roles include quality assurance roles, departmental IT management, network administration, and leader of system migrations and upgrades for the Department of Defense.

Mr. Sallee possesses a Bachelor of Science from James Madison University. Mr. Sallee is also a certified Project Management Professional (PMP), certified Technology Business Management Executive (CTBME) and certified ITIL v3 Foundations Practitioner.
