Connecting Power BI to DFC’s enterprise data warehouse, Northramp delivered dashboards that make operational and financial information easy to use. We also built AI-assisted tools for credit paper drafting, investigative transcription, and project documentation access, all backed by DFC OIT’s first AI governance framework. The results turn data into decisions and AI adoption on their own terms.

The Challenge
DFC’s Office of Information Technology needed to modernize IT planning, platform architecture and governance for a workforce spread around the world. The agency had no formal AI governance, even as teams looked to generative AI to speed credit analysis, investigations and committee work. Contract spending was tracked by hand, leaders lacked dashboards connected to authoritative enterprise data, and on-premises systems, outdated SharePoint apps and static forms slowed everyday work.
How We Delivered
Northramp authored DFC’s first AI governance framework: an AI usage policy, an AI ethical-use policy and the AI Council charter. On that foundation, our Power Platform team built AI tools now in use: an AI Credit Paper Generator on the ChatDFC GenAI API for drafting, Q&A and deal stress testing; an audio transcription and translation solution for the Office of Inspector General on Azure Speech and Translator; and the CMAS AI Chatbot for credit committee members. We also connected executive Power BI dashboards to the Enterprise Data Warehouse and supported the EDW rollout, alongside cloud, Zero Trust and Section 508 work.

NRC · OCIO
Reinventing IT delivery mid-mission.
As NRC’s IT “Integrator,” Northramp guided the agency from one IT service provider to several while daily operations continued. The team managed every provider’s transition and rebuilt ITSM processes that had been designed for a single vendor. OCIO was reorganized around how employees actually use IT, and every provider came on board on schedule with minimal disruption to support.

The Challenge
NRC’s Office of the Chief Information Officer (OCIO) wanted the advantages of working with multiple IT providers, with cross-vendor work running as smoothly as a single provider could deliver it. Its ITSM processes for incident, request, change and IT asset management were all built for one vendor, and its BMC Remedy platform was poorly configured. OCIO was also organized around technical domains, so employees across the agency had to understand that structure just to get help. For some needs that worked. For many others it was complicated and fragmented. All of it had to change while daily business continued.
How We Delivered
Northramp served as OCIO’s “Integrator,” bringing every piece together while the agency kept running. The team wrote the Transition-In playbook to set governance and baseline each transition activity against NRC’s vision. Service stability metrics tracked each provider as it onboarded, with risks and issues reported weekly. For every ITSM process, a gap and opportunity analysis led to a redesigned process and governance model that all providers follow, plus readiness and training checks for each provider. Northramp then architected a service model based on Technology Business Management (TBM). It also led more than a year of organizational redesign, governance restructuring, service ownership and training to make the model stick.

FEMA
Moving flood insurance infrastructure to Google Cloud.
As part of the NFIP PIVOT, Northramp conducted a side-by-side evaluation of AWS, Azure, and Google Cloud, then helped migrate the program’s system of record to Google Cloud. The team delivered the environment and migration within 15 months of the analysis of alternatives, achieving two authorizations to operate on time and under budget. The result is a secure, modern cloud foundation that positions the program for years to come.

The Challenge
Pivot is the NFIP's system of record, a set of 12 applications that support flood insurance claims and policy reviews, document and case management, flood risk tracking, reporting and GIS data modeling. It started on a mainframe, and its critical data sat in multiple legacy PostgreSQL databases that were costly to maintain and siloed from modern BI tools. Transformation logic was scattered and undocumented across pipelines and SQL scripts, so reports ran for hours and new analysts were slow to onboard. FEMA needed to modernize in two steps, moving Pivot from the mainframe to a data center in 2019 and then to Google Cloud in 2022, all under FedRAMP and FISMA requirements and without interrupting NFIP operations.
How We Delivered
Northramp led both moves. In 2019, our engineers took Pivot off the mainframe and into a data center. Our advisors then led the analysis of alternatives across AWS, Azure and Google Cloud, and in 2022 our Google-certified engineers led the migration to GCP.
Results
- GCP deployed and Pivot migrated within 15 months of the cloud evaluation, with two ATOs on time and under budget
- Monthly program costs cut from about $600K to under $300K, saving about $3.1M in year one

Replacing an agency’s IT service platform without disruption.
NRC inherited an IT service platform that couldn’t support how the agency needed to work. Northramp led the analysis that pointed to ServiceNow, then designed and hardened the new platform. In 9 months it matched everything Remedy did, with no disruption to users. It earned its initial Authority to Operate and has kept it every year since.
9 Months to Replace Remedy, No Disruption to Users +
The Challenge
NRC inherited BMC Remedy from its previous IT provider, along with years of configurations that strayed from ITSM best practices. The platform ran on fragile infrastructure prone to slowdowns, and the service catalog sat in a separate application that added cost and complexity. NRC needed to keep Remedy stable while it chose a long-term replacement, then move request, incident, change, configuration and asset management onto the new platform. Support for staff at headquarters and the regional offices had to continue without interruption the whole way through.
How We Delivered
Northramp led the product replacement analysis that recommended ServiceNow, then ran the build like a product launch. A scrum team worked from detailed designs in Jira, and workshops with the change, incident, request and asset management teams shaped the requirements. Engineers built every environment from development to production and connected single sign-on and the enterprise integration hub. User acceptance testing confirmed the build, and a cutover plan with short training videos brought staff along before launch. Since go-live, NRC has added Strategic Portfolio Management and Virtual Agent. ITOM Discovery and the HAM Pro and SAM Pro architecture strengthen asset management.

Secure research across every cloud.
Through the IMC-North joint venture, Northramp helped raise NIH’s AWS, Azure, and Google Cloud environments from FISMA Moderate to FISMA High, the highest federal security baseline. At the same time, we delivered more than 200 tailored cloud research environments, so researchers can get the infrastructure and tools they need faster, with the protection their data demands.
Time-to-ATO Reduced by 2 Months per Cycle +
The Challenge
NIH’s Center for Information Technology supports biomedical research and enterprise functions across multiple NIH centers, on AWS, Azure and GCP. NIH needed to lift those operations from FISMA Moderate to FISMA High across all three providers at once, meeting NIST 800-53 Rev5, HHS ARS and NIH security standards. Research teams could wait months to procure and configure their own environments for genomics and machine learning work. CIT’s identity architecture also had to scale to support Google Workspace for tens of thousands of internal and external collaborators.
How We Delivered
Through IMC-North, we designed and deployed tailored cloud research environments that give teams on-demand access to genomics pipelines, ML infrastructure and major AI platforms. We ran a simultaneous FISMA Moderate-to-High security uplift across AWS, Azure and GCP and consolidated the ATO and GSS boundary architecture. We redesigned CIT’s cloud identity architecture for enterprise-scale Google Workspace, and our engineers administer Databricks on Azure, including Unity Catalog governance, least-privilege access, private networking and incident response.

Northramp turned FEDPASS® into NRC's single source of truth for IT investments. By connecting it to the agency's enterprise systems, the team automated OMB budget reporting for three straight years. Power BI dashboards replaced siloed spreadsheets and now publish select mission data to the public. The Challenge
FEDPASS® is NRC’s primary platform for managing IT investments, tracking project performance and reporting to OMB. Investment, financial and identity data lived in separate systems such as the agency’s official financial system, Active Directory, contracts system and agency data warehouse, so data quality suffered and staff spent time on manual reconciliation. Offices tracked program data in siloed spreadsheets, and the applications still ran on unsupported Windows Server environments.
How We Delivered
As prime contractor, Northramp embedded with product owners to improve FEDPASS® in Agile sprints. We connected it to agency tools including BFS, Active Directory, MDM and FAIMIS, automated OMB budget reporting through REST APIs and enabled budget-versus-actuals trend analysis. FEDPASS® solution components were also used to build small workflow applications and dashboards, including New Reactors Applications, Evidence Building and Evaluation Activities, and the Integrated Schedule Dashboard. The stack is hosted in Azure and built on reusable custom components in .NET and SQL.
